The real competition is between kizaru and akainu .
i think kizaru is stronger because he’s faster than akainu , he can dodge any attack of akainu and counter attack with a kick at the speed of light
Kizaru is the light so he is the fastestq but rayleigh still can be fast as him. I think luffy adn every high rank person in One Piece is fast as him. In that hand he has only the beam(laser) not very impressive for me.

If you think carefully about his power you can say the Sand put out the fireq same as magma. He can absorb the wet- automatic sand is stronger than Ice and snow.
Dont frogot he has the power to control some how the wind (like when he throw Jumbey and Luffy – he made something like whirlwind and also he can make sand-storm ) in this mind he is stronger than smoke and gas q he just blow away them. Yami Yami no Mi can stop his power but it is about only one touch. One Touch and Kurohige is dead person. If he is touchedq he loose his power from the bodyq and yaim yamii no mi cant help himq and he is not like luffy to drink some water and regenerate momentally. Suna suna no Mi have the most potential in my opinion despite his weakness.
1. Enel : he can attack evryting from everywhere, his haki is stronger becouse of his Devil fruit and he is fast as a lightning and he is nearly immortal… so the lightning fruit is the strongest.
